I am new to C3s. I found this part and have no idea what it is called. Or for that matter what it does

Looks like the over ride switch for the wipers and head lights

See number three below.. that's the vacuum switch in your picture. This mounts under the steering column.

Hi n,
To add a bit to bby and Willcoxs' replies:
The pull down vacuum switch on the right opens the wiper door without turning the wipers on. (2 small vacuum hoses)
The middle electrical switch stops the wipers on the windshield. It's used for instance when changing the wiper blades. (2 fairly heavy gauge red wires in a single plug).
The pull down switch on the left opens the headlight doors without pulling the light switch. (2 small vacuum hoses).
