Just took the car out after rebuilding the engine and transmission. When I get above 35 mph, the engine/transmission does not slow down when I lift off the gas. I have to really get on the brakes to get it slowed down and then when the speed gets to about 20-30 mph it has a sudden downshift.
Does anyone know if it's engine or transmission related?

I feel it is throttle related....because it has happened to me while testing before.
Not knowing anything about your car. And what you may have replaced to make it look good BUT...you can be having the throttle hang up on the air cleaner base. ...or no throttle return springs installed.
I have to start and stop here because it is like trying to answer the puzzle when playing 'Jeopardy' with only one square turned over.
Remove the air cleaner for a quick run and see what happens....or feel the underside of the air cleaner when someone pressed on the accelerator pedal.

Thanks for the reply DUB. I do have a throttle return spring. Never thought of the air cleaner, altho it's stock and I do have a gasket between the air cleaner base and carb. Stock quadrajet.
I have seen the secondaries get stuck open slightly on a quadrajet. But that only happened after a spirited run. A little lube on the carb linkages solved that one.

Russ, you say that it will downshift when it slows to 20-30 mph, but what is the engine rpm doing as this is occurring? When you lift, does the rpm drop? When it does downshift, how does the engine rpm react to the downshift?

While driving, when I let off the gas, the car will not slow down. I didn't see any drop in the RPM's. If I shift it into neutral, the RPM's drop like they should.
I recently had the tranny rebuilt, but haven't had a chance to talk with the transmission shop.

Typically a "sticky" throttle would not react in this manner. It sounds more like how cruise control reacts. Has someone added an aftermarket cruise control to your car in the past by chance?
I had a van that behaved this way when the torque converter started failing.... It would even stall at a red light as the van wanted to pull through the brakes...

It ended up being a big ordeal since it was a company van. My boss told the shop it seemed like the converter when we dropped it off. Goodyear replaced the whole transmission and REINSTALLED the bad converter so back it went 20 minutes after picking it up, to have the converter changed and Goodyear would not budge on the $3200 they charged for the transmission it did not need... Got to love techs who get paid on commission later they quoted us over 3 grand for brakes... Took it to the ford dealership and they did the work for under a grand.. Never took another vehicle to Goodyear again.

Had a carb from a 73 on the engine. Trying to figure out the vacuum hoses, realized I had the wrong carb on it. When I got ready to change the carb, found I had only finger tightened the bolts, so it was sucking a lot of air from between the carb and manifold.
Put on the original carb, torqued the nuts and bolts and the car now slows down when I let off the gas.
Now I really feel stupid!!!!! At least I figured it out.
