Default Please Help ID This Part

Found it lying in the engine bay. Looks like some kind of ground strap that clips onto the edge of a piece of sheet metal somewhere? The car's a '69 L71 coupe that began its life with me as a basket case.

On my 68 BB it's located under the drivers side frame rail to the stone guard.
It's a ground strap.
An AIM for 67 will show you exactly where it was originally mounted.

Marshal is right!
AND, it's a nice find!!!!
I believe the intention was for the 'loop' end to be mounted to a small hole in the #1 body mount on the frame using a hex-head thread cutting screw and star washer, and the 'clip' was to be slid on to the forward edge of the birdcage rocker channel.
A bit of an unusual star washer was used originally… it has both internal and external 'teeth'.

Now, you should immediately put it on eBay, asking for $1000 for this "rare, factory-original piece of Corvette memorabilia". Wouldn't be surprised if some fool wanted to take you up on it.

Clean it up, put it back on your car; and you will be the only owner within 1000 miles to have that 'original' item on their car!
