In order for the hood latch to work consistently the part of the latch on the cowl must be adjusted properly.
When the hood is closed the latch body on the hood must depress the spring loaded ring that surrounds the 'probe' on the latch on the cowl.
When the ring is depressed enough the spring loaded 'slide' on the latch on the hood can slip under the probe and secure the hood closed.
If the ring isn't depressed enough the slide can't move fully under the probe and the hood can pop open.
The hood stop bumper on the latch located on the cowl prevents the hood from sinking too far.
But you also need to be careful that the the slide doesn't get wedged under the probe which can keep the latch from releasing when you pull the hood release lever.
It's a matter of adjustment to find the proper relationship between the slide, the probe and the ring.
While working on the adjust you need to be very careful that you don''y make too large an adjustment at one time which can get the latch wedged shut.

Post #20 is my suggested solution. Takes the guesswork out. Can't speak to the seat question though but many threads on it if you search.
