The 71 engines have a emissions control solenoid mounted on the front left of the carburetor.
The solenoid has an electric/mechanical function.
When 12 volts is applied to the 'prongs' on the plunger the plunger should 'fire' (extend out the opposite end of the solenoid.
and….
The supply port for vacuum to the distributor should open.
I probably should start a new thread for this question.... but were did you source your FP to carb hard line?
Back when I was collecting parts I knew I would need, I bought 1 from CC. When I recently installed it didn't fit correctly, it went over the valve cover.

There seem to be 2 variations of the pump to carburetor hard line.
One running above the heater hose and one running below it.
I 'believe' the one running below the hose is typical of 71 production.
I'm not sure at this point who is selling which.

That solenoid may take some significant current to fire Probably best to power it with an auto battery. If you measure the resistance (ohms) of the solenoid, you can easily determine the current it would draw with a 12vdc supply.
