The wiring is extremely confusing and I may well have to replace all off the engine bay wiring.
That being said, I think I discovered that the wiper motor is NOT from a Corvette with a wiper door. There is no provision for power being allowed to come in through the wiper door safety switch. This explains why it slammed into the door. Once the dash switch grounded the blue or green, the wiper would immediately engage.
I still have to find out how the door was disabled. The tach solenoid works.

Alan is right, this system can drive you crazy, but it's awesome when it works.
To figure out why the wiper door doesn't open, I would follow this diagram and feel where there is/isn't vacuum both with the wipers "off" and "on" (I would leave the motor out or disconnected for this test).
When the wipers are off, there should be vacuum at the black/white hose going to the relay and vacuum at the red hose to the actuator. When the wipers are on, there should not be vacuum at the black/white hose going to the relay, and there should be vacuum at the green hose to the actuator.
It sounds like either you are always getting vacuum to the black/white relay hose (if the solenoid is working then this probably isn't the case), the vacuum isn't making it to the green actuator hose (one or more hoses are disconnected), or the relay and/or actuator are bad. But it could be something else I am not thinking of.
Not knowing if you want to do this...but you CAN make that wiper motor you have work correctly.

Dub, tell me more. I do eventually want to go all original but for the moment I need to get t running. I bench tested it; it seems to be running nicely.
YES...use the yellow wire and it goes to the rubber plug for the firewall switch and then to the wiper motor.the fire wall switch.
Keep in mind that IF you want to also use the cut off switch that is under your steering column that allows you to STOP the wiper motor while it is in motion so you can change the wiper blades....you will need to run wire from the yellow wire at your wiper motor though the firewall to the switch under your column and then back out again to the fire wall switch and then to the wiper motor.
OR...and I believe this can work also....is instead of messing with the YELLOW wire....simply remove the black ground wire that goes to the wiper motor housing and use the GROUND instead as the control circuit. Because as you know..the wiper motor can not work IF the housing is not grounded.
