I am by no means an expert and mine is for a 1970, but there are a few differences in yours and mine. FWIW, I personally found mine during a body off resto in 2008 and prior to that it had been in my Dad's possesion since 1989.

-Nothing really lines up on mine. Some typing is a little to the left or right or high or low.
-The options don't end after a certain number of characters like yours do. i.e. F70x15 WHITE LETTERED TIRES is spelled out completely and doesn't end at T in tires.

Like I said, I'm no expert on this and for all I know, the person that typed mine up may just not have given two sh*ts about what he was doing. Just offereing a comparison.

I always thought dates were in 2 digit format- xx/xx/xx. yours is missing the first digit.

and all of your options are clearly spelled out, where as mine on my 68 are all abbreviated in some form.

If I'm reading the sticker correctly the car is a 1969 L68, 427 400 HP with a close ratio M21 and a 3.70:1 rear gear, G81.
If you go to the GM Archive Center and download the 1969 information and go to PDF page 90 showing the possible drive train combinations it shows air conditioning was not available with an M21.
So anybody have an explanation for this?

the second one is the correct one. I have seen plenty of these stickers and gm uses lots of abbreviations and not the words completely spelled out.

in 69 you could still order a m-21 with ac, I had a L-46 with ac and
a M-21 and 4-11 rear, all original per tank sticker, i think gm restricted
it in later years though

Unfortunately it is fake. Ralph nailed it with the misspelling. Hilarious.

However, there are many other problems with the document.

As for some of the other questions regarding abbreviations. These are not consistent through the different years. Some years have different words for options abbreviated. In 69 there were two formats for positioning of type and that also causes abbreviations to vary depending on when the car was made. The 69 run was long.

The dates. The first position can have 1 digit for the date received. That's perfectly fine. Also they formatted the date in a European style, meaning year first, then month, then day.

Its best to only compare same year tank stickers. They changed significantly year to year. Again, 69 can be a little more tricky as they had two formats for the run as opposed to other years that had a single consistent format to compare against.

This repro was done by RPO-PRO (eBay name). I can tell which forger did which documents as there mistakes are very consistent.

Read page 90. Yes the L46 could be ordered in 69 with AC and M21 but the combination in question could not be ordered according to the document. Download and read it.

That is correct. A/C can not be ordered on ANY big block in 1969 with the M21. You could only get the M20 if you want A/C with the 427.
