On 68-72 (how long that continued ?) cars both the low beam lamps (outer lamps) and the high beam lamps (inner lamps) should be illuminated when the high beam switch is stepped on.
The high beam indicator light on the dash should be illuminated when the high beams are on.

The LO beam lamps have low and high filaments; the HI beam lights have only high filaments. When the 'bright' switch is depressed, ALL lamp filaments are "on".
The LO beam lamps are usually aimed a little bit down and to the right, so that they will NOT be directly in oncoming driver's vision. The HI beam lamps are aimed straight, so that more of the upcoming roadway is lit for YOU.
It is extremely rude (and possibly dangerous) to leave all 4 bulbs "on" when there is oncoming traffic.

That depends on the state. In MA there is a minimum of 1 headlight but no maximum. I bought a headlight harness that was wired for all 4 all the time and I would have needed 4 hi/low lights
I was going to ask this same question, actually. When I bought my '80, all 4 headlights worked and came on when I clicked it on High. Then suddenly they stopped working correctly, and now in spite of the bulbs working fine, only my high beams work. The low beam only works on the drivers side, and is dim as hell. I'm thinking it's a harness issue.
Um, since we're talking about headlights...should I be able to turn the headlight **** and turn on the interior lights like I can with my Riviera? It seems to be a pretty standard GM thing, but like so many other little things on "The List", I'm guessing the switch on the dash needs to be replaced too.
As an aside, cromwell74, I'm thinking of ditching the factory harness in favor of the Speed Direct Nevernight Xenon conversion. I can't imagine not wanting to increase night driving visibility, unless the kit has hidden issues.

It could be a combination of a bad switch and bad bulbs. Old incandescent bulbs can go dim over time, they can also have one or the other filament burn out. .
Be careful of the aftermarket switches, they are hit or miss on quality. I think I got a good one from lectric limited. I think Wilcox tests theirs before selling them.

I paired that with h4 and h1 halogens and they are unbelievable. Cheaper than the xenon setup
