My Bet is someone removed the pump and added a cover from a later model wiper motor.
OR
Someone replaced the motor with a later model one.
Does you car still have the wiper door? If so then the later motor is a hard switch to do since it's wired into the door.
If your motor has the red wire coming out the side it's definitely the correct motor and someone just took the pump off (not working, more room etc) and maybe added an electric pump or skipped it all together

Thanks Mooser. It does have the wiper door and functions as normal. And it does have the red wire. Clearance may be the issue as the previous owner installed a HEI distributor but to me it looks that it would still fit with the HEI. There's no electric fuel pump. I'm dumbfounded as to why it is blanked off. All three hoses are laying right there. So, I must assume that I can purchase a pump and it will bolt right on? what's your thoughts? Thanks!

The mechanical pump is bulky and the connectors coming off the front barely clear the chrome shield which barely cleared the points distributor
Not saying the pump and HEI can't be there together but it's got to be tight. I'll know in a week or so....

You may be right. I'm going to give it a real good look tomorrow. I would really like to keep it stock but may resort to an electronic one as well. Do you have any specific brand in mind?
I bought a '75 electric washer pump and installed it in the bottom of my '71 washer reservoir. Just extended the wires from the old pump down to where the reservoir is on the back of the right hand wheel well. I then bought a '75 motor cover that covers where the mechanical pump used to be. Works like a champ and is much better than the old mechanical pump.. The only problem I have is I can't keep these cheap aftermarket WW motors working.

Just extend the wires from the old mechanical pump then drill a 5/8 inch hole (threaded part of the pump is 1/2, a 5/8 hole works perfectly) in the bottom of your reservoir, just make sure the pump will not hit anything when mounted, and mount the pump on the bottom securing it with the filter nut. The pump has a thick rubber seal as does the filter nut. I used spade connectors at the pump but you could probably find the right type of connector and make it look stock.
This is the cover which may or may not need a little modification. The one I got fit perfectly on my wiper motor. Just remove the mechanical pump and install this with the old pump screws.

No problem. My non-AC '71 has the hard plastic bottle so it was a no brainer to install this style pump. I did look for external pumps but decided to go in this direction. With a washer bag I guess you'll have to go external or get a plastic jug. I know you can buy whole kits with the pump and reservoir on-line at the big A web-site.
