You don't know what is being talked about here - a leaf (rear) spring - where the car hangs from the ends of the spring using bolts as the attachment links.

Ding Ding Ding Ding! Correct. Longer bolts will lower the car to decrease the wheel gap. If the spring is way to stiff the length of the bolt will be prohibitive.
