This is a question for all of the machinists out there. I need to install the harmonic balancer and I have the opportunity to borrow a tool and it is 7/16-16 thread. But from reading online c3s have 7/16-20 thread. As I do not understand those measurements my question is will 7/16-16 bolt from the tool fit into 7/16-20 crank hole.

No, you cannot crossthread a 7/16-16 bolt into a 7/16-20 hole. Get the right tool. Good installer tools come with a variety of thread inserts, including 7/16-20.
One end screws into the crank shaft. Place the balancer over the install bolt and start the balancer on the end of the crank. Bolt/installer protrudes thru balancer. Place washer(s) over bolt, spin on nut and tighten nut which will press on the balancer.
Depending on the length of the bolt you use, you might have to back off the install nut and add a few more washers during the process.
If you put the balancer in the oven for about an hour at about 180 degrees (preferably when your wife isn't home - ask me how I know), it will slip on a lot easier.

You do that after you have run it through the dishwasher on the potscrubber cycle. Throw your valve covers in there with the balancer. You do that when your wife is not home, too. Ask me how I know.
I do all the cooking in our house as well, plenty of times a pair of Harley heads are in the oven heating up while valve guides are in the freezer!

I bought a second full size oven and put it in my garage. I removed the burners from the top and only use the oven part. This allows me to powder coat in my garage. AND it keeps my dear wife happy.....
Depending on how often you will use it Oreilly's "loans" tools. All you have to do is give them a credit card to cover the cost of the tool if you damage it or don't return it.
