Is this because it has been torn off before? Or is this just how it was done?

Don't know about your car ZD, but on my '75 coupe I also had this area "re-welded" as most of these had hairline cracks in them. When my friend who welds attached the "Z-bar" tab for my 4spd conversion, he spun around(remember my motor was out, so he was sitting in the engine compartment)and saw all these cracks. Within minutes he had these A-arm brackets welded up beautifully. Should'nt have to ever worry about them again.
