Things are still a bit fuzzy, but a plan is starting to jell. Here are the things I'm going to do...the specific order is still up in the air:
The replacement emissions sticker has been ordered.
The CATs are just too low. To address this I will do one or both of the following:
Have the front end raised an inch, or so, to get the CATs a legal height. I am shopping for wedges & shims (your input appreciated).
A box of leftover parts from the swap are being shipped to me, including several exhaust manifolds. When these arrive I will take it all to a local exhaust shop and see if they can re-engineer the exhaust and raise the CATs more.
I'm going to have Borelli restore the original calibration---it turns out their tune changes the checksum and is detectable by a savvy BAR ref. I don't need that trouble. This may, or may not, bring back the bank lean codes. I'm hoping they were caused by the failing fuel pump and won't return. If they do return I'll have to debug them properly.
It's possible using a Camaro intake tube may be needed to resolve the codes & I'm shopping for one, with a CARB number, that will fit.

Do not spend time and money redoing your ride height and exhaust manifold if the trans controller will not ever pass the requirements. You may need to communicate with the refs involved to clarify what they expect. If you know you can satisfy those requirements, then continue, but I was thinking that the lack of a computer controlled transmission might put the kebosh on the whole project unless the EROD legality specifically states that older style transmissions can be used.
The GM guy pointed out that none of the TCU's they sell have CARB numbers either!
As I understand it, the EROD package was designed for vehicles with non-electric tranny's, so this should not be an issue at all. (It can only be installed in OBDI and earlier vehicles, not OBDII, for instance.)
My only fear is that any tranny swap at all falls into their (the BAR) purview, so they can ding me regardless of the engine swap.
The local office is a breeze compared to the one I've been using. Only one person in line ahead of me to get my number, and my number was the first called after that.
I don't qualify for the longer Temporary operating permit, but she said the AAA was wrong---there's no limit on the single day move permits. And just to top things off she gave me three more---undated! I can use them whenever I need them and come back for more.
Got it back yesterday. He tried to get a replacement spring but his local suppliers only had springs from other lowered C4's, LOL. He ended up buying the rubber bumpers (not sure the correct term) that had been cut off to lower a C4, attaching them to my spring, and restoring the other mounting/retaining hardware.
Anyway, the upshot is it's about 1 & 1/2 inches higher now. I'll measure the CAT to ground spacing and post up some pics when we get some dry weather.
I was afraid it would be ugly, but now the tire to fender gap is about the same for the front and rear wheels so it looks balanced.
I need to talk with my GM contact and strategize another BAR ref visit.
Just spoke with my GM guy. I asked about the EROD friendly Referee station list and he said that with the emissions sticker folks no longer have to go to the referee---they can just go to a regular smog station---so an EROD friendly Ref list doesn't exist.
D'oh!
Since I went to a ref, they flagged my record saying I have to go back to a ref.
So I made another appointment two weeks from now & we'll see. If I have any further EROD install related issues I can create a "ticket" and get further GM help.
The TCU is a gray area & I'm not sure how that will play out. The TCI TCU uses its own wire harness so I can't simply plug in a GM TCU---I'll have to get a harness too if the Ref insists.
