I would check again for vaccum leaks , this sounds like a classic case.If it were just a high idle it could be a few other things... The only other things that I can think of that you may want to check are the IAC, also maybe hook up a fuel pressure gauge to make sure you have steady pressure at around 40-42 pounds... WW

OK, I'm a new C4 owner. Learning new words and stuff. What is an IAC valve, where is it, and what does it do?

"Idle air control" , it's screwed in under the Throttle body on the passenger side and has a 4 prong plug running to it..It controls your idle by allowing varying amounts of air to go past a pintle run by a small motor, this pintle moves in and out to control the air flow, this keeps the rpms at the correct setting and also adjusts for any changes in the rpms, like when you turn on the air conditioning..The IAC gets it's settings from the ECM ( computer), and the calculations are measured in something called ( steps) ..WW

Have you checked for bad injectors. 91's use the multeck injector which will fail at some point. My 91 had a simular problem and I ended up having 3 bad injectors. Your injectors should ohm up to 14 - 16 ohms. I had 3 that were down around 5 ohms. I replaced all 8 of them with Bosch III injectors from Jon at fuelinjectorconnection.com. Note: With 3 bad injectors my ECM shut the car down to prevent the injector drivers from blowing. Had to wait about an hour for it to fire up again.

Check co2 sensor mine surged until I relapced it. The computer reads lean and it shoots fuel in thus the surge and then it tries to compensate to get to 600 rpm idle an ongoing process good luck.

CHECK TIMING!!!! 6 DEGREES BTDC WITH EST WIRE DISCONNECTED. Fixed an aggressive idle surge that I had on my car.

bad IAC, dirty throttlebody/intake, vacuum leaks, egr issues. Easy to diagnose, and likely culprits.

They have Delphi IAC motors at Rockauto.com for $59.97...This is the cheapest I have seen them...Before putting out the money for a new IAC you should check out some of the things mentioned above... One person mentioned "Fuel Injectors", this could possibly be your problem and is one thing I didn't think to suggest.A bad or clogged injector could cause a up and down idle....Use an ohm meter to check the resistence on each injector ( both hot and cold) and if the reading is below 12 ohms then your injectors need to be replaced.. The normal reading for injectors is 14- 16.5 ohms.. WW
