There are two reasons to de-screen a MAF - increased airflow (although you would need a pretty big motor to need this extra flow) and to lean out the AF mixture. According to TPIS' Insider hints book, the very small HP gain came from leaning out GM's conservative programmed A/F ratio during WOT operation. GM kept things to the rich side to reduce the chance of someone grenading their motor. During closed loop operation, the O2 sensor makes sure to keep the A/F at Stoich. (14.7 A/F if memory serves me correctly)

I'd like to hear an explanation on how descreening a MAF will cause the car to run leaner.

The descreened MAF will have slightly different flow characteristics than a fully screened MAF. The program in the chip is written assuming the airflow characteristics are that of a stock MAF. By taking the screens (and in my case the heat sinks) more air will flow through the MAF. Remember the MAF works by determining how many volts it takes to maintain a certain temp. of the hair size filaments. The filaments are contained within the smaller cylindrical tube inside the MAF. This is why some people who tune TPI MAF cars feel that the MAF scalars in the program need to be recalibrated whenever you modify the MAF.

Ok, more air flows through the MAF, so the maf power increases, just as it would running on a cold day. And the ecm compensates by putting in more fuel.
