Default rear ride height

My rear right side is about 1 inch higher than the left side. I measured on level ground up to the middle portion of the rear wheel fender lip on both sides.
I just had all new poly bushings installed in the rear and its still the same.
Should I just adjust one of the nuts and bolts on the rear springs to compensate for the difference? Right now both spring bolts are identical

The ride height from L to R is/can be off...this is normal for C4s. Drive the car for a day and run over some small bumps and see if it settles a bit more.

Definitely drive it around after you adjust it, and make small changes each time. Mine was off as well, but it is an easy fix with a little patience.

Yes, the bolts will almost always be at different positions. I didn't notice what mine was before I lowered it, but the bolts are about 1/2" - 3/4" different in order to achieve even ride height. Just a side effect of the independent suspension.

How does it measure in the front? Does it also reflect the same measurements.

I'd say it's pretty normal. Mine is a lot better since I replaced the bushings with all poly. Even at that though the independent rear moves so much it can be very hard to judge. Even when you think the car is on perfectly flat and level ground you can see difference from one day to the next.

I thought about adjusting the nuts on the bolts, but there is only so much you could adjust them because of the hole in the bolt that you are supposed to put the cotter pin through. I was just going to get new nuts, the ones with the plastic insert in them to prevent them from backing out.
Question now is what size is the nut and bolt setup

How are your suspension bushings? If they're worn really bad you might be going through a lot of trouble to mask a problem rather than fix it.

The rear is much higher. The rear passenger side is 29 inches, rear drivers side is 28 1/4 inches. I just measured again today after driving it for a while.

Another commonly mentioned problem is that if the car is traditionally driven with only a driver and no passenger, the springs could be weaker on the driver side.
