I don't know what the fuse does or protects. Looking at the diagram, starter should crank even if the fuse is blown.
Someone correct me if I'm wrong, but I'd go back to testing for power at the red and also the yellow wires at the ignition switch (base of steering column).

I would test for 12V between the purple and ground on the solenoid
If no voltage... I would then test for 12V on the load side of the neutral switch... if still nothing... work backwards from there. If I did have 12V at that point I would then move to the starter interrupt relay and do the same thing. Test the load side. At that point you can move on to the coil of that relay if need be.

Tom you right... I would start testing from the ignition switch to the line side of that fuse. May have a broken or bad wire
