Hi, I am new to this forum and am hopeful someone might be able to steer me in the right direction. I have a 94 C4 in which the wipers do not work, in fact, nothing relating to the wipers works (mist, delay wipe, etc). I must note I do not yet have a service manual for this vehicle.
I had searched this forum and found some troubleshooting steps out of the service manual, which I followed but still am not successful in resolving the issue. So far I have replaced the wiper motor cover (with the electronics), and the wiper switch (turn signal lever). I have good fuses, good power to the switch, and good grounds. I tested the ground from connector A to chassis and also the motor case to ground, both were good.
I also took out the motor itself and applied over to the high circuit and it worked fine.
I am at a complete loss at this point and am open to any and all suggestions. Thanks!

You mention TS LEVER and the lever proper isn't the wiper switch. If you GOOGLE "GM 26036071" and use images you'll see the a visual of the switch. The switch replacement requires going into the column. '94 was a first year for this part # I believe so before I bought I'd maybe verify the part # on the label on the steering column. Is the switch your problem? Can't say and the FSM will have the diagnostics required. Is the TS LEVER wobbly at all? Does the dimmer function as you'd expect?

At the wiper motor, if you back probe the light blue wire in low speed, or back probe the purple wire in high speed, they should read 12 volts respectively. This would tell you if you are getting any voltage from the switch.
You can check the voltage on fuse #3 (30A) to make sure at least one side of the fuse has 12 volts on it with the fuse removed. Key must be on of all these tests.
This might give you some information before you go back in the column.
