leave the pressure gauge on it and turn the key on without starting it and let us know how long it holds pressure. pull the vacume line of the fpr and smell for fuel and smell the oil for fuel. if the oil has a strong smell and is over filled stop trying to start it do not want to grenade it.

So he had other people calling, and it seemed like I had hit a wall and wouldn't be able to figure it out there and then. I discovered that the passenger window doesn't go down, and the stereo doesn't work. I spent $180 to get it to the Chevy dealer within walking distance of my apartment in downtown Honolulu. I'm a little fearful of what the dealer might charge me, but they won't look at it till Monday. Hopefully, this was a good purchase as I have missed rolling in a C4 since my 92 vert got totaled in November.
The seller was a nice retiree in his 70's living on a gorgeous property near the north shore, he had a 2006 GTO and his wife car , and said they were looking at moving into a townhome and would only have 2 parking spaces. I met his son as well, seemed like very good people.

you got a great deal from what I can tell. always best to do your own work. I believe the fpr is about $50 or so and less than a half hour. I hope the stealer does you right.

Its a good starting price for the car.
The FPR is only about $20 (here) and can be replaced quickly. But you said you had fuel pressure and even a bad FPR will allow the engine to start and run. Checking the vacuum hose for fuel in it is easy and can cause the engine to flood and possible not start if to flooded.
The window probably needs a regulator motor and it is a job no one wants to do. It's a real pain and requires special rivets to get it back together. Of course check the electrical switch and power to the motor first. If the dealer installs a motor, it will cost you couple hundred.
Also note if the spark you got is to weak, it can prevent the engine from starting. It should be a white spark about 1/2" long. And if you have spark, the opti is probably working which should give drive to the injectors. A weak spark could be a coil or an ICM just as only a suggestion.
Change that serpentine belt. I can see the steel of the belt coming thru the rubber.
So if it's a fuel problem, it's happening somewhere past the the rails where I checked pressure. In other words, injectors or their controls... shouldn't I be getting a code?
If I'm seeing sparks to the plugs, same thing, shouldn't there be some codes giving a clue for direction? Could the optispark have failed 4 months from new?

Bad gas might cause it to ping or poor power but usually not prevent an engine from starting.
The engine computer PCM cannot monitor every point or system on the car. It does not monitor or have codes for fuel, injectors working, if there is spark or plugs working plus a hundred other things. But it does monitor the two pulses that the opti produces. And a couple points in the ignition system. Knowing how all systems work together and what each does is key and that knowledge is everything, takes time to learn.
For example if there is spark, the low resolution pulse has to be there and probably there is injector drive.
This afternoon the dealer service department called to say that they don't want to work on it, so I have an appointment to take it to a shop on Friday that is recommended for Corvettes. The service department is graciously allowing me to keep the car at the dealer until then, as the new shop does not have any room to store it. Fingers crossed.

Wow, I thought it was a joke when a chevy dealership wouldn't look at my 76 C3 to replace an axle hub. Now you can even get them to look at a C4 with starting issues.
