Also, I did create a vacuum on purpose to see what would happen. The engine idled higher.

It mean you don't have a vacuum leak. or it's so small it's not effecting fuel control. You should be able to adjust throttle body to increase IAC counts. You do want to watch both IAC and TPS values as you do it.

I'll adjust it either today or tomorrow. Will report back. So adjust it with a warm engine. Dumb question, but do I turn it clockwise or counter clockwise? So try and get it around 20 counts, and TPS voltage a tad lower?

don't go below .50 with TPS. turn screw counterclockwise 1/4 turn at a time. snap throttle then it idle stabilize. check readings. counter clockwise increase counts .clockwise reduces counts.

Turn the screw counter clockwise to close the blades and that will raise your IAC count. Don't worry about the TPIS on a 1993 it is non adjustable and the computer uses the lowest voltage reading as 0% throttle.

Thank you kevova and bjankuski. Just had a thought. If my throttle blades are open too much, wouldn't my idle be too high? It is plus or minus 50 rpm of the desired idle rpm. Not saying you guys are wrong, just curious. If I were to close the throttle plates, wouldn't my RPM decrease, being too low?

The IAC controls your idle RPM unless it is so far out of range that it cannot control the idle. The IAC operates between 0 and 160 counts, as long as the IAC count is between 0 and 160 the idle will be controlled at the desired RPM by the computer. If the IAC count is locked at 0 or 160 and the idle RPM is incorrect then something is wrong and the idle can no longer be controlled at the correct RPM by the computer. If there are no mechanical issues then opening or closing the throttle blades to get the IAC counts between 0 and 160 will mean that the idle is being controlled by the computer and should be correct. A warm engine at idle in park should have an IAC count or 20 or less, this will allow the idle speed to be controlled better when the engine is cold, in drive, with the AC on, because it allows more air to be bled in to raise the idle.
