It's a 91, and no it doesn't display anything. The buttons only work when I'm in diagnostics mode checking the codes. Other than that everything on the car is working.
I would not think the VSS would be bad because that’s like saying if you stopped the car the displays go blank, makes no sense.
I would give Batee a call on the phone just to see if he has ever repaired a instrument panel like yours for a similar repair. You might get a direction before you start taking things apart. I think it's a good chance the CCM is bad but substitution might be the only way to really find out but would accumulate as much information as I can before I bought a CCM.
Replace the CCM. If you have a spare you can plug it in and not worry about not starting the car due to a VATS error. You are just looking to see if you get an odometer/tripometer/mpg/range functionality back. The CCM controls all of those functions.

I contacted Brian at Batee and he's never had this issue before. He claims it's either the VSS or the CCM. He said the cluster is just like a computer screen that displays the mileage.
The CCM retains the vehicle mileage and also the VIN. If the car has the FX3 Selective Ride Control, the diagnostics are also in the CCM.
The CCM can be replaced with one from another car, but it really can't be reprogrammed for your car. So a working CCM from another car will show the mileage from that donor car along with that VIN.
There are (were?) rebuilt CCM's available that required entering VIN and mileage data using a GM Tech II. But the reman CCM's only had a 100 mile window before they lock themselves out from any programming.
Certainly check the display board for any indications of burning, melting, or loose wires. Check the connectors for loose or shorted wires.
