Its definitely the same ECM Hardware, however there maybe minute differences in the actual programmed parameters with in the programming that resides in the BIN file itself. For instance you can take a 90 M6 prom and drop it into a 91 M6 and most likely the car will run fine. However there maybe some differences in the calibration btween the two model years. If you remove the MEMCAL from the ECM or look on the ECM label if the ECM is the original, there will be a 4 letter broadcast code for an example: ANHT is for a 90A4 car.

Devilfish here is a photo of the sticker that is on the factory ECM the circle indicates the broadcast code. This ECM is from my 91 6spd, I have the BIN for this and I can send it to you if it's what you need.
