first check for fuel pressure on the rail , pass side rear, next check relay , located behind battery ( i think), if all ok , good,if not then replace fuel pump and replace fuel filter and possible fuel relay..

No noise in the tank, I used to hear the humm/buzz when the key first was turned on, but now there is nothing.
I don't believe the pump is active at all. I was going to do a voltage check at the pump to see if it is getting juice, Is the wiring accessable on the top of the tank in the cargo area?
What is the best place to check the fuel pressure, I've never done this and don't have the equipment either, What should I buy? Where is the easiest place to hook it in?

Fuse is on the lower right side of the panel and powered up through the relay or oil pressure switch. Pump is controlled by a relay with the backup being the oil pressure switch which will turn on the pump at about 4 psi. Will it start after a long crank? Is there a code 54? Fuse is only going to be hot for two seconds with the ignition on; otherwise it needs to be running or turned on by the oil pressure switch. Jumper 12 volts to terminal G of the diagnostic connector and listen for the pump. If it runs, circuitry to the relay is bad or the ECM is shot. If it doesn't run, the relay is probably dead.
Just had the same problem on my 84 this past weekend. I also could hear my pump running. Turned out that in the tank there is a rubber coupling that connects the pump to the fuel outlet line. The coupling had deteriorated to the point that it had a large hole in it and fuel was just recirculating in the tank and not making it to the outlet line. Fix was fairly easy but the tank to filler neck gasket and new fuel strainer cost just under $25. Expensive gasket!
