Last year in an attempt to stop a power steering fluid leak I put in a bunch of "stop leak". It ended up that I had a crack in one of the hoses (now fixed) but I want to get all of that goop out of the system. Can you drain the fluid or does it have to be pumped out by a mechanic? If it can be drained do you need to flush with something or just refill?

Probably easiest way is to get the "old Turkey baster" or what used to be called a battery syringe and suck the fluid out of the reservoir. Add new fluid, turn the steering wheel a few times (engine running) and repeat step 1.
Need to do it five or six times, IMHO, and then drive it for a while and do it again, at least one suck and fill!
Just my $0.02, but I use Amzoil synthetic ATF in mine and haven;t ad a problem in over 110,000 miles :D
Pull the line from the power steering reservoir to the cooler, let it drain. Start the car for a few seconds. Reinstall the p/s line, fill the reservoir with new fluid, take the car for a brief run, and check the fluid level when you return.
Another way, is to disconnect the return hose at the rack and route it into a waste container. Then, plug the hose going to the reservoir. Keep filling the reservoir, while you crank the engine over. Disconnect the "Bat" wire at the dist cap, so it doesn't start. Good luck, and...
