This is why I don't live where there is an HOA. Simply put, rules are rules. If you break them expect there to be consequences. However, your neighbor is a complete jackhole. There's not likely to be a situation between neighbors that can't be solved over a six-pack. No need to run to the authorities.
I have a neighbor who leaves a boat in his driveway for months at a time. This is in violation of subdivision rules that he agreed to when he built his house. I don't want to cause problems with him and wonder how to approach the subject. I would never call the officials but it does distract from the look of the neighborhood and property values. It wouldn't hurt to look at this from other prospectives.
IMHO - If he was an otherwise good guy I'd forget about it. That's not a fight I'd pick.
Suggest you buy a Great Dane and teach it to crap in your neighbors lawn.

However the Neighbor also complained that I am running an Auto Repair Business from my Home, I explain that I repair my own cars and they are all registered to me at this address. The inspector sees my C5 in the Drive under a cover, and says That must also have plates ,be registered, inspected, and insured. I show him that it is, he says OK. If they get any more complaints I will have to prove that I work on my own cars and they must be Registered. ???

Anyone can readily see that we have all levels of mentality represented here on the forum. I have read posts from people who see no problem with violating the city codes and they can't bear the thought of their HOA telling them they are in violation of some rule.
I am a real stickler for obeying the city codes and subdivision rules. I developed my own subdivision and set up rules before I sold the lots and if people didn't want to accept the rules I told them to look somewhere else to build a house. The houses in my subdivision are in the $300,000-$400,000 range so can you imagine how upset I and most residents would be if someone decided to disregard the specific rules everyone agreed to prior to buying their lot. The value of our homes is determined by location, location, location. Just ask any realtor. The following statements are strictly hypothetical and in no way reflect on the original poster.
Suppose I try to sell my house and as the realtor brings a prospective buyer to look at my house they see a neighbor tuning his race car and revving the engine in the next driveway. And then they get out of the car and the stench from the neighbors six hunting dogs in a cage in the backyard is overwhelming. The dog cage is out of sight as it is behind the four junk cars in the neighbors back yard.
The value of my house would drop tremendously because of the actions of my neighbor. Avoiding situations like I have described is the reason cities and HOA's set up rules and laws to protect everyone's property values. Anyone who doesn't like order and cleanliness is welcome to move to the poorer part of town and bask in the filth and unrule of their neighbors who do not strive to have a nice home in a safe neighborhood. I know there are plenty here on the forum who feel the way I do about this topic but we are typically the silent majority. I've got my flamesuit on so for all those out there who are inconsiderate about there neighbors and don't agree with my comments about respecting thy neighbor go ahead and flame me. I am turning 60 years old next month and am a retired Navy Master Chief so I can take the heat.
I am President of our homeowners assoc. We are a deed restricted neighborhood. We built here because I wanted to avoid having a situation next door to me that could lower the value of our new house.
There are all kinds of rules in society that we all follow. If you do not like the rules where you live, there are other locations that have a different set of rules, or maybe no restrictions whatsoever.
This neighbor does not sound like anyone I would ever want to live next door too. Some people do not like themselves let alone others, and it sounds like they fit this category.
In my old neighborhood had a nasty neighbor like that. She would park her motor home in her driveway. It was so long it would stick out into the street were the neighborhood kids would walk by to go back in forth to school. She would bring things home from the swap meet and leave them in her front yard. The back window of her motorhome window got smashed in and glass flew on the sidewalk and out in the street. She never even bothered to clean it up. After more than a week i cleaned it up. Called the city and nothing was ever done. Funny thing was that she would complain to me about everything. Like she was getting crabgrass from my lawn. When in reality it was from her lawn because i resod my lawn twice because of her darn crabgrass. Every time i mowed my lawn i mowed hers. Not even a thank you. I had a big tree that of course the leaves would fall in her yard. But when we had big winds all the neighbors leaves would gather in her yard. She would rake them into my side Constantly would complain that my tree would need trimming. So i would trim and she still wasn't happy. Finally the last time she complained about my tree i cut the whole tree down. Now the shade she was getting from my tree disappeared Then i went desert landscaping and she complained that her cooling bills went up because of me Finally i couldn't take it anymore and i called the police. There response was that nothing could be done about the motorhome. It was a dangerous street for the kids walking by because all the mothers would use it as a short cut to get there kids to school. And they would fly by between 8am and 9am. Even with the danger to the kids they could care less. But my brother in law is a detective for Metro here so i used that hoping it would help. Boy did they jump on the bandwagon then Final outcome was that she was forced to move the motorhome. Sorry to rant but i had the neighbor from hell. If you were my neighbor i would have never complained because your containers were a tempory thing. Plus working on your cars in your garage should never have been an issue either. If you were in fact in violation by having the container parked there for 3 months how do you feel wronged if someone complained?

I don't believe any state requires a vehicle to be registered and/or insured/inspected etc. unless it is driven on a public right of way.
i dont think the car needs to be registered and insured to sit in your driveway. i know here in oregon they have to be registered to sit on the road in front of your home or else subject to tow. also here if they sit on the road for more than 3 days without being moved "even a few inches of movement ok per the rent o cop that came out to ticket my brothers when he left it at my place for 10 days"they can be considered abandoned and subject to tow. i had a container in front of my old house for about 2 1/2 months because of a house fire and it being reconstucted/ cleaned. i had a move it or loose it ticket put on it. the construction guy chuckled about it and said not to worry, not many places have the ability to pick one of them up onto a truck to be moved. it was a very ugly eye sore while there. my neighbors had good reason to complain about it. but the ones who did the complaining to the city are the ones i never did get along with, go figure
I actually served on the board in our association when I lived down south. No matter how reasonable you try to be about bylaw enforcement you'll always have issues on both sides of the spectrum. Some people nitpicked, but a lot also totally ignored even reasonable regulations after repeated warnings. Unfortunately if everyone was considerate and tolerant at the same time, we wouldn't need HOAs.
I live in a townhome community and I've been the board secretary for almost 5 years. We don't allow PODS or dumpsters either; however we issue warnings first, not actual violations. Some residents don't receive/read/understand/care about the Association rules. Besides having bitchy neighbors, your local officials should have issued you a warning first. Mean People Suck!
