The part that got me was: Selective enforcement and the issue of running an Auto Repair business. It would seem to me that more than the say so of an individual was needed. When I first called to speak with the Enforcement person I asked him if they were doing some kind of Blitz in the area, he said No in fact "I have not been down that way in a while".
So his Notice to me was based on simple Hearsay. I know that would be denied but kinda makes one think. Who knows who?
But really, to be accurate, it's not hearsay. If a citizen made a very specific complaint, especially if it was not anonymous, that's something that most regulating agencies have to check out. There's nothing hearsay about it.
Plus (and don't get me wrong, I'm not supporting him, he sounds like he needs an attitude adjustment), if a neighbor in my area had a container in their driveway for 3 months (I think thats a significant amount of time) and it seemed like there was no end in sight, I'd start to get whiny too.
Still, the "auto business" part took him over the line to sh*thead.
I have a similar neighbor problem... not the same issues, but the same kinda actions.
After a number of violation notices from the city, I finally when in and talked to the Code Enforcement suprevisor. He's in charge of all city code enforcement offices.
He was really helpful. He told me that they were leagaly compelled to act on ALL complaints. I took that to mean, look at the situation and if there really is a code violation then deal with it, but if there is no compaint filed they can look at the situation and move on.
He also told me that he was fully aware of what was going on with my grumpy neighbor. I told him I did not want to escilate this into some kinda of code-enforcement-contest. His recomendation to me was to have lawyer send my nieghbor a letter stating that if I received another notice of violation that I would file for a VPO...
haven't heard from my neighbor since. (oh yeah, I tried the nice guy stuff first)
If the car is on your property (driveway) and not ON a city street, you can not get in trouble if its not registered.
Tell your neighbor to mind his own affairs.

I am one of the least tolerant people I know - ask the one's that know me. If you have never really had a confrontation with your neighbor or a problem of which you are aware - try the peaceful approach first. Ring his doorbell, ask him POLITELY what is the source of his angst with you. Tell him that you would like to at least be neighbors if not friends. There is nothing to be gained by contacting the various authorities on each other. If there is something that you've done to annoy him - ask what it is and then apologize and extend the olive branch.
If he refuses your peaceful overture, walk away. Playing games with his lawn and sugar in his gas tank is high school Remember that you have to live next door to this troll, and stooping to his level is only going to escalate this crap and make your life even more miserable.
When someone insists on being on my fecal roster - they cease to exist in my mind. Ignore him if that's the way he wants it, but I think the peaceful approach will probably work....good luck.
If you were in fact in violation by having the container parked there for 3 months how do you feel wronged if someone complained?
I'd say that a "good" neighbor would have the courtesy to come by and say,"Hey, you know that's illegal around here, right? Wouldn't want you to get in trouble or anything." A BAD neighbor goes behind his neighbor's back and complains as is this case. F'em!

man am i glad i live where i live because stuff like this doesnt bother anyone around here. of course in minnesota if you dont have a boat in your driveway you are kind of a minority-at least in outer minnesota

I don't believe any state requires a vehicle to be registered and/or insured/inspected etc. unless it is driven on a public right of way.

Although, some areas state that any vehicle in clear view from the front of the property must have current license plates (and this includes cars under covers). But if it's in a garage or your back yard... then it's not in violation.
I live in a pretty nice area - not as fancy as some but definitely one where we try to keep our lawns nice and the driveways free of junk. Not saying that your neighbor couldn't have done better by you with the container issue but imagine what life would be like with a neighbor like mine. I've spoke directly to him and told him to keep his truck away, I've filed multiple complaints with the code compliance committee over the last year. It's there on weekends (when the code people are off) and he actually does major work on it. Here's what I got to see on Father's Day as I was arriving home. FWIW, the white Olds has no plates on it either.

Sucks to have neighbors like that. I agree to approach him at least at first on a calm, friendly basis and try to come to an understanding. If that fails, tell him to KYA.

This stuff peevs the cr*p out of me (this stuff can be rampant in the corporate world). Why is it that if people whom are so annoyed about something, can't come to their senses and at least talk to the person that's annoying them and see if they can work something out? Oh the humanity - not a chance! Mental roadblocks in place! No, instead they just 'call in the brigade' on them (grrrr). It's so... what's an expression for it? I don't know maybe, 'third grade tattle-tale mentality'? Anyway, that's the approach I guess I would take with them (while talking calmly of course). Ask them if they have an explaination as to why they felt it neccessary to 'report you/file complaint with city' BEFORE first confronting you with their complaint? ...and take it from there (read: get as creative, yet to the point with the conversation as you see fit). Lack of integrity? Napolean complex? Anti-social misfit? etc.
As a former Code Officer in NYS as long as your car is garaged or covered it does not have to be registered.
You gave that guy too much latitude, he has NO right whatsoever to inspect ANYTHING in your house! You can buy a car, park it in your garage and NEVER ever register it as long as it stays there. If you drive it then it's up to the local police to enforce the law. With that said, having the pod in the driveway for 3 months would get a little old for any neighbor but I don't know if I'd complain about it due to the fact that you were working on your garage. I'm the type of person that would probably go over and help you finish the garage in order to get the pod out sooner (call me crazy).
If your neighbor is going to call the authorities and complain about stuff like this without attempting to resolve it with you first, then he doesn't deserve your consideration. I wouldn't bother sweating it. In fact, I wouldn't bother walking across the street to p*ss on him if he was on fire. Maybe a little harsh, but my .02.
