To me, a sleeper is a car that doesn't sound fast or look fast but is. If my car wasn't so damn loud (B&B and big cam) I would almost call it a sleeper.
I just thought about it a moment ago... The ultimate sleeper was the '69 COPO Camaro. I had an opportunity to buy one brand new back then, but I was only a junior in high school, working part time. Not enough $$ to spare.
Anyway, it was all black, cold air hood, spoilers, steel wheels with the "dog dish" hubcaps, and NO engine emblems...
Sleeper city here. My previous vette was a blown 2000 Coupe- 550rwhp....relatively quiet and completely stock look, no gauges, etc. Drove 40 miles to the track, 60ft a 1.53 and ran 10.82@129 on my first pass.....drove home with the A/C on sippin on a diet Coke. Ironically, my vanity plates read "SLO-VET." God, I miss that car.
personally,i'm a "sleeper" kind of guy! just a minimum of tasteful mods,and slight tweaking underneath the hood.although,i can't understand why anyone would want to engage a 'vette in a street situation.just one man's opinion,mr. anonymous!!

Or the Nickey cars, stripped down Nova's or Biscayn's with a built 427, or a MR. Norm's Grand Spaulding Dodge Dart with no hub caps, carpet, bench seat and a Hemi.
Or a Vette with stock rims and hood, that is fairly quiet and subdued running in the 10's on pump gas, ie, sleeper.
