We have a process for entering America, however we don't seem able to or have the desire to enforce it. What I tell people is;
If you come to America legally then you're welcome to say, if not get the hell out!!!

Sorry about your car. I know how frustrating it is.
I had a car with 3 illegals pull out in front of me while I was doing 55MPH and T boned them. They total my 97 camaro, neither 3 had a license, green card insurance etc. After my insurance company settled with me they were going after them and of course they left the country.
The only thing that made me feel better is the one in the back got his hip broken from where my car hit.

That's one of the things that scare me about driving
My car is not perfect, but is very nice. Way too often, I see stuff like this around my area reported in the news. I just try to keep a low profile, and hope for the best. Like you, my insurance has a high deductible, so I would be basically out of luck in a similar situation where there wasn't too much damage.

While we are on this topic I have GOT to ask this...So what happens to the person who ran into you if she had no ID and no insurance? Do they arrest her or just let her go? How do the cops handle that?
To me that is saying if I run into somebody just make sure I ditch my plates, act like I know nothing, give them a fake name to write the ticket too and they will let me go? WTF? Hell that would be alot easier than having my insurance go up on the 8 cars on my policy! (I would never do that, I'm just saying...are there any consequences to the person that hits you?)

In my buddy's case, the cop arrested him, called the immigration office, and they were told to release him!! I guess were giving diplomatic immunity to them now

Consider carefully if you should sue them. if they have no assets, you will not recover any money while it will cost you money to pay for your lawyer. It may be best to cut your losses and not sue
