While installing my trailer hitch I had to remove the mufflers and managed to push one of those %$#@@&% things back up into the cross member when I was putting the muffler back on...
Since I didn't have far to fish it back I managed to get it back in place but BOY WHAT A PITA. It was a real "swearfest" in the garage for about an hour..
Drilling a hole somewhere to allow you to get a magnet in there is probably the best way to get at it without taking off the bumper cover.
I managed to get it close to the hole and use a couple of pairs of hemostats to get one side to drop thru, and IMMEIDATELY put a nut on it, and then grabbing the part that was dropped thru go the other side to drop.... If you can't get it in the vicinity of the holes to start with you are sunk.. Maybe a magnet on length of light wire or cable would let you fish it and drag it to where you can work it.
In 20/20 hindsight, probably taking the cover off is the best thing, but there aren't any good options here...
So you're saying to drill through the top of the bumper frame to get to have access to the bottom? What about the bumper reinforcement foam?
There is no styrofoam directly in between that double bolt thingy and the top if holes are drilled in between the top and bottom of the bumper frame. I know there is styrofoam in there but it doesnt fill up 100% of the inside. Take a penlight and look up into your bottom holes and you will see all the way to the top rail with no foam present.
