Ask a LEO that you know to run the VIN. That's how I found my the 69 in my sig. Good Luck!
The funny thing is I am a LEO and since this is not an official investigation I can not run it. With the fairly new Driver Privacy Protection Act, violation of which is punishable by both civil and criminal penalties under Federal and State law it's just not worth the risk. I also discovered that if anyone accesses this information improperly and makes contact with the owner, the owner can file a seperate civil suit against you as well. Thanks.
It also could ultimately result in your agencies loss of use of the county/state/federal computer databases since the terminal used was not secure.
I know of officers/dispatchers who used the databases for personal use (prior to the Driver Privacy Protection Act). Most of them were caught quickly and became unemployed/prosecuted as a result.
You're wise to acknowledge this and give the warning you did. I've warned about this in past threads.
Sounds like you are answering your own questions. More trouble than its worth!! Every suggestion someone gives you you come back with some legal technicality. Plus like others have said if its been that long since you have owned it, it probably has gone through a few owners, decent amount of miles, and who knows the condition. I would look at getting something else. Just my opinion
Since all vettes have the same first few digits and something like the last 10 are unique, it might be worth a try to post a Thread with a title something like:
Looking for My Old Vette in WISC VIN ....xxxxx
with xxxxx being the last 5 digits.
Sure you might get more than one match, but you wouldn't be revealing anything with by posting just the last 5 digits.
Thanks guys for your opinions and suggestions. The whole idea of this post was to seek ideas on how to obtain the information I need to find the owner of my X99 FRC with out breaking the law. Yes it is a lot of trouble for a 8 year old Vette that may or may not be in acceptable usable condition, but the only way to know is to find it and see. Thanks to some of the suggestions posted here I am much closer to my goal then I was before, and again for this I thank you. I have said it before and I will say it again this forum is the best.
Enough already!!!! Whomever has x99's old Vette give it back to him.
On a serious note you should post some pics of the car from when you had it. By doing this you may find that someone knows the owner or may even be the owner.
Have to ask. Why do you want to track down a nine year old car that you got rid of 6-7 years ago? It sounds like more trouble than it could possibly be worth.
But good luck to you if you think it's worth it.
Sometimes it's just better to keep your good memories. I looked up an old girl friend I had about 20 years ago. Destroyed a perfectly good memory I had enjoyed.

I like the way you think. Give me back my vette. The only pictures that I had of her were on a computer that was damaged shortly after I parted with her.I know I know I should have backed up the drive. You know if this was a country western song the only thing missing would be my wife leaving me and my dog being ran over.
