Default State referee certification

I am in California and I just purchased a 01 zo6, I was pulled over and cited for modified emmisions and was told by the officer I have to go see the STATE REFEREE CERTIFICATION!! am I supposed to spend money and change all the mods or? has anyone been in this position ?

Doesn't sound good to me - I suspect you are going to have to pull off anything that may have been added by the previous owner before you'll be able to pass. Did you buy it from out of state?

California is really strict on emissions certifications. I have a feeling this will not end well for you, but best of luck.

good luck, a friend of mine moved to calf. a few months ago and when he went to reg. his mustang they hit him for the same thing. cost him $$'s to get it to pass. another reason i would never live in calf!!!!!

You'd get quicker answers if you could share what mods might have been done to your car.

So far it seems you were stopped for nothing other than modified_______?

I don't know anyone that had to do the referee thing, just heard some stories. They all sounded like B.S. to me.

I would really like to hear about you being pulled over and written for modified emissions. What preceded this?

long tube headers, halltech cold air intake, bored throttle body, intake manifold and a dual bottle nitrous(empty) but yes still there,I was going 5 miles over the speed limit along with the rest of the traffic but he had to pick the loud Vette out of the crowd.....

What type of catback exhaust and did you use hi-flow cats or none?

I read somewhere that CA DMV was the biggest state agency income producer in the country.
Don't know if it's still (or ever was) true but, good luck with this.
I have a stock '02 exhaust and other intake items your welcome to use if you need to change things.

Did it come that way from the seller?

Did the seller provide the smog certificate?

If you bought it that way, how were you able to get it smogged in order to change title?

How did the Cop find the mods?

State law requires that the seller provides the smog certificate. That being said, it is not uncommon that a seller will claim "sold as is", and that in no way relieves the seller from that obligation. I would contact the seller and ask if the mods are CARB certified. If the seller did the mods you can take the seller to small claims to have it returned to stock (at his/her cost) providing the car was sold in California, but that would be your call. California is very unfriendly to non certified mods.

Before conatacting the seller, check to see if the manufacturer of the aftermarket items have CARB certification. If it does not have certification you will most likely be required to remove the mods and have it inspected by a state referee. If it does, contact the manufacturer and get a copy of the documentation and bring it with you to the referee.

I just had a heckofa time getting mine smogged, all I have is an aftermarket intake which of course is not CARB certified. My regular guy was on vacation, the second place I went to told me they would not pass it. The third shop I went to very hesitantly agreed to pass it. Sorry people, I will not tell who did the smog. I promised him a box of doughnuts.

Anyone interested in trading a stock intake for a Vararam intake?

Are you in NorCal or SoCal?

Its doesn't say in your Public Profile. Regardless, you might want to post up in your specific region. There might be others in your area that have gone thru something similar and can provide specific things to do and places to go to get fixed...

I appreciate all the info I am receiving from this forum..I am trying to gather as much info from here (forum) and just talking to friends and other people in my city.. I have till the 29th of January to take care of this, hey mtndv8 how much would you sell the stock Exaust and Intake? what esle do you have that is stock? ...

The long tubes and the cold air intake are really the only thing they say something about unless you don't have cats. Nitrous nozzles might be a no no also.

Where did this happen at?

Nitrous and the long tubes are a problem in Calif.
I have done some eng. work. Including Vararam, BBK throttle body, mass air sensor, intake manifold, cam and spring package and a few other things. I've had no problems at the State test station. He told me that long tubes would fail the car.

First of all, just about ALL superchargers are perfectly smog legal here in CA, so if you think all CA Corvettes are weaklings, don't try to race every one you see. A simple SC setup will get a CA C5 coupe or vert close to 500 Rear Wheel Horsepower. That "aint" too shabby.

Secondly, the SELLER of any vehicle in CA is responsible for getting the vehicle smogged BEFORE the sale. This is the law and you can legally go back to the seller and demand that he or she do whatever is necessary to get the car to pass. "Sold as-is" CANNOT mean that they are not responsible for getting the car smogged.

If the seller skipped town, then you have little choice but to bring the car back to stock before getting it smogged by the referee.

I'd practically give it to you IF you need to go to the trouble of swapping back. I was keeping these things for this reason. Figured they would come in handy. We can work it out if you need them...

By "Stock exhaust", I think he means "stock exhaust manifold", since most cat-backs are perfectly legal. I have both a Z06 airbox and my OEM airbox. I can sell you the OEM box, since I swap out my Halltech with the Z06 box every two years.
