They're garbage.
You need real HID projectors.
My lows are 6000k

Devil's advocate here. For a zero effort and decent improvement, at a very cheap price, the SilverStars are fine. Can't be a waste of time because they take no time
No knock on the better kits, but I remember upgrading my old C4 and my wife's Accord with the Sylvania bulbs and it made a big difference. I believe my C5 had them in when I bought it because the lights are pretty good, and based on what I've read in here the stock lights stink.
Try them. It's no risk, and if they are good enough for your purposes that's all that matters...
I agree, with the HID option. The kits are expensive like pictured above. You can get the same affect and light output with a Plug And Play HID kit. Thats all I run in my cars and bikes.

just my opinion, but for a set of silverstars for both highs and lows costs $100 at retail price (I'm sure they can be had for less) a low beam only HID kit would be less (assuming keeping the halogen high beams) and is 10x better. I went with Silverstars at first and they are crap. no brighter than stock, not at all. just slightly whiter. HIDs also are rated for 3000 hours whereas most halogen bulbs last 300. I think they've fixed it now (ultras at least) but silverstars for a while there had a reputation for burning out quicker than other bulbs. I've got a full set of silverstars for the C5 sitting around somewhere...I have no idea where they are unfortunately.

Works great for you, glares like crazy for everyone else. I've had C5s with both ACA projectors and PnP HID kits follow me at night before. I had to adjust all my mirrors for the PnP kit cars. Projectors are the only way to go.
When you blind other drivers with glare, you create an unsafe situation on the road for yourself. Even if you could not care less about other drivers, just remember that.

I had those before moving on to ACA HID projectors. There's no going ack after that. I don't think there available anymore but there are some others on here that are also very nice.

I installed mine on the lows only -- more than good enough so it was a very cheap upgrade (you can get a pair on Amazon.com for $25 after the rebate). And, they never did burn out after 2 years even though mine is a DD with a fair amount of night miles....
I am shocked you saw no improvement. But, I am not trying to claim these are good as the HID's. Just trying to answer the OP's question from my perspective...
The other option you have is to go for T84 Euro headlights. They are maybe not quite as bright as HIDs but plug and play replacements for the stock lights.
Just remember if you go HIDs, some are not DoT approved and may give a problem if your State has a good safety check.
The Euro are glass lenses with a much better beam shape. The bulb is a dual filament H4 giving both low and high beam. You fit a new harness into the low beam circuit that adapts the wiring and includes 2 relays. You can fit a high wattage kit which will give 135/90 on high/low beam. The standard is 65/55w IIRC.

I had the T-84 Euro lights but converted to HID., when the ACA's came out I changed them. Originally they had the 4300K bulb, now have 6000k's. I also changed out my PIAA 1100x with new vert fogs converted to 6000k HID.
If I change the out again, I will go with RadioFlyer's!

I went with the Hi-Wattage 135/90 a few years ago - huge improvement. I would do the exact same thing if I had the choice to make again. The housings are also metal & glass vs all plastic like factory. The lens pattern also is easy on oncoming traffic.
