If money were not an issue, it would be SC.
Of course, if you have a manual, you will need a clutch upgrade and with auto, you would need stall converter. So it cannot be narrowed down to one mod for an SC.
But nothing is going to do more to wake up that motor (except turbos, but will cost you more).

But with the C5, no matter what wheels you put on its going to look off without a good drop, so id vote for COILOVERS
For me I love the look of the c5, I want to keep the stock look. I do want to get new wheels as the 99' I think has the worst looking wheels of all the c5's.

Wheels are definitely important, they were my first mod
I agree the wagon wheels on the 99 are not that great, but I think the Z06 wheels take the cake as the most hideous of all

Get rid of the 1-4 "skip shift". That assumes you have a stick shift. If not, go buy a Buick.......
The car is a lot more drivable in traffic (and who does not drive in traffic at some point), when I decide what gear to shift into, not some GM guy playing games with the CAFE ratings.
As to twin turbos, s/c's and all - where exactly on the public highway can you actually get value for this stuff without being highly illegal - and/or ticketed? The basic C5 (or C6) is still faster than 90% of other cars on the road.
If manual tranny, I would suggest shifting mods (eliminate CAGS / C6 shifter / anti venom) - I know it is three, but these are fairly simple and don't cost much
If i could only do one. It would be a CAI. The stock box is horrible.
I think a CAI and an exhaust upgrade are no brainers along with a dyno tune. I'm intrigued by the supercharger as my first real upgrade, but I'll need to save up for that.

this is one a few mods that actually make sense to me.

If I could only do ONE, it would have to be the first one it did and put on new "chrome" wheels (the GM Speedline thinspokes are still my favorite wheel after 15 years!)...

Yep, plus adding up the $$$$ for a few of the mods proposed here, totals to more than my C5 is worth. A decent (Lingenfelter, e.g.) twin turbo system does that all on its own, BTW.
And a C5 would still be worth the same, mods or stock.
