Question about a rubber band???

I'm doing a new shifter mod and I wanted to know if someone can please tell me what the rubber band is for under the shifter boot? It doesnt look like it does anything.

To my knowledge, which is limited, it does nothing. You can chunk it.

It's there to hold the shift rod up on the torque tube during assembly in Bowling Green. You can take it out now
