Thanks for raising the issue - I'll check with Jim again, and maybe have him give it a "visual," to make sure. The Vararam isn't too bad to R&R, but is more difficult than some of the others.

Still, it really added to the car. I'd hate to have to abandon it.
I sent you an IM, and my thought of the day is:
If this were true, why would Callaway and K&N go through so many loops to get 50-state certification? To verify, I will contact the State Bureau of Automotive Repair and let you know how they word requirements of the visual inspection. I was told a few years ago that anything that is related to the intake system and that is not OEM, MUST have a C.A.R.B. sticker on it.

Callaway Honkers are "50-state legal" for most C5 Corvettes.

Under CARB Executive Order D-319-6, the Honker air intake system complies with California emissions regulations for 1997 to 2004 Corvettes (except for 2001-04 Z06's). The exemption sticker is included in the box, and it's intended to be applied under the hood for the visual inspection. The inspector's records will also show the E.O. number on file.

Part No. 203.51.2500, 1997-2000 Corvette
Part No. 203.50.2500, 2001-2004 Corvette*
*While this part number fits 2001-2004 Z06, the E.O. does not apply to these models.

Funny.... no one bothered to mention this when I bought a honker for my Z06 on a group purchase....?

Luckily I've been lazy and haven't installed it yet, I guess i will soon list it in the for sale section...

So one would naturally assume then, that Callaway did this because of visual inspection requirements, particularly in California. I didn't get a chance to call today, but will do so next week.

Update: the E.O. extends to include the 2001 Z06, but still not the 2002 - 2004 Z06's. Callaway Engineering Dept. has told me that they're not planning to apply for exemption on those applications.
