I was reading on ls1howto that you need to remove the steering system to remove the pulley and finish of the cam install. Is there any way around this. That seems like a lot of work to facilitate other maintenance.

Nope and it really is not that difficult. You will need flare wrenches to get the PS lines disconnected. I used a craw foot set as I could not locate the specific wrench. 12 dollars at harbor freight. The LS1howto is pretty accurate.
You HAVE TO remove the steering sector in order to remove the crank pulley - ie: you can NOT remove the crank pulley w/o removing the steering sector, and you can NOT swap a cam w/o removing the crank pulley
the "flare nut wrench" should be available at any auto parts store that sells tools - I actually got buy by using ONLY a regular 18mm open end wrench, so it can be done w/ a normal wrench, but be careful
Just be patient is all it will take awhile to remove those lines as well as pulling that steering rack off. Make sure you drop the sway bar on the driver's side to pull the rack out. That is the easiest way to do it and its completely out of the way.
