has the car not been driven in a while? if so, it's probably just the pads - might need to be re-brandished, or replaced...worst case, rotor, or some steering component.
When I drove my car everyday, it pulsated slightly just before coming to a stop. When stopping from speed it was always smooth. I haven’t driven it much in the last year and when I drove it the other day there were a couple of slight pulses before I stopped and the next stop I pushed a little harder and I didn’t notice it again. I only drove it about ten miles.

On my '99, I kept having the rotors getting warped. Had them turned more than once, replaced them once and always the problem kept coming back. Finally, I bought new rotors again and put on ceramic pads at the same time. No more problems following that.

The experience with your ’99 corroborates what the StopTech article says about the pads being the culprit, ie, pad deposits on the rotor rather than warped rotors.
While the stoptech article is an excellent read, I've tried everything to cure pulsations in the article and none have worked very well. Sure, grinding them down helped, but costs about the same as a full set of new OEM style rotors. Garnet paper, swapping pads, etc were minimally helpful in my experience.
In the end, the easiest cure is still a new rotor set.
I think part of the Stoptech article is just a way for them say there's a DIY fix for those $500 pulsating rotors you purchased from us.
How are your tires on the front? C5's are notorious for wearing down the inside edge of the tires! I thought my brakes were pulsating, after checking my tires, one was down to the cord on the inside !
Outside and middle had tread.
