Default Need Help. Rear wiring

I am in process of repainted my 00 Vert.
Rear bumper is off , replaced/painted and ready to go back
on but I have a mysterious wire.
It is up high on rear body with 3 metal clips. the black wire
then goes toward elect antenna where I think it grounds,
then proceeds over Right Rear fender well and "ends"
up high in wheel well but does not "go" anywhere that I can
find
It has a delphi barcode and date sticker on it.
Can't even find part at dealer to identify it.
Please help. Body shop want to reassemble tomorrow.

ground plane wires for ant, not supposed to be attached at ends!

does it connect to antenna in middle, looks like "loop" is broken off.
What the heck is its purpose??

OK, I understand its purpose.
Neither end is connected. It's just there to provide a 'reference'
for the radio signals
Question still: Right by the Delphi bacode sticker with build date, there is a "junction" .. Is there supposed to be a metal loop there so it can attach to annenta?

Foggy, Center of leads attach to metal of ant base, ends do not attach to anything. HTH

Perfect.. Just freakin confused as to what the heck this even is..
Want to get bumper put back on tomorrow.
I will make a metal "loop" to attach middle that is broken to
antenna. Then the 2 ends will just be remounted as is..
Kinda like my old home stereo's FM antenna I had college!!
