I've got my intake system off and want to look down inside the intake manifold and also clean off the backside of the throttle plate if it's dirty. Found a little residue on the front side, but very minimal.
Anyway, I pushed on the top side of the throttle plate some and it didn't seem like it wanted to move. I didn't want to force it thinking maybe the electric actuator was the only way to move it.
Can the throttle plate be moved by hand? If not, how can I open it to look down the intake manifold?
Are you talking about the throttle blade? If so, yes you can move it. It does have some resistance but it wont hurt anything.
Yes, the throttle blade. So it must take quite a bit of force to push it open. I pushed fairly hard and it felt like the blade wasn't going to move at all.
Make sure your pushing it in the correct direction.. It will only open in ONE direction. It will move about 1/8" in the other direction and then stop.
Yes, you need to push the top of the blade inwards. I took a mirror and flashlight to look into the throttle body before attempting to open it and saw which way it had to move. I just didn't realize it took some force to get it to move, as it has a pretty stout return spring.
I was surprised on how clean my throttle plate and throttle body opening was ... hardly any oil residue at all. I just used a lint free rag and some rubbing alcohol to clean up what little residue there was. Cleaned up the inside of the intake box, installed a new Wix (NAPA Gold) air filter and check all the hose clamps. Reinstalled everything and ready for action.
It will also NOT close all the way when you release it. That is completly NORMAL! When you turn the ignition on, it will motor to the idle position.

I have heard that some GM vehicles will trigger an error that will not clear without clearing with a TECH 2 tool.

I doubt it could set a code (like said above) if the key was off. Now if the key was on it might ... not sure if you could even open it if the actuator motor was energized.
