You could have a local machine shop "lap" the valves and clean up the heads if you have them off.

If you have all the rockers OFF the heads, then all the valves are SHUT. Go to AutoZone and find a product from Sea Foam called CREEP. It's the same stuff as Seafoam but its in a spray can, Spray the backs of each valve and let it sit over night. Then used compressed air to remove as much of the build up as possible. Be careful!!. When you blast it with air, all kinds of stuff can come out! Wear a face shield!

Spray the valves again and use some NON ABRASIVE tools to help dislodge the heavy deposits that didnt get removed and blow out the debrie again until its clean on the back of the valve and in the runner.

That should get 75%-80% of the deposits off the valves.

Spray the valves with carb cleaner to loosen the buildup then take wd-40 and a piece of brown scotch-brite and go to town. This will NOT hurt the valves in any way! Also I would lap the valves.

I believe that he still has the heads installed on the block! So lapping the valves is not an option.
