If you have the chance, select the lightest looking two of the bunch.
Make them take off their shoes prior to entering. Use a blanket for protecting the deck as you don't know what they might have on their butts, rivets, beads, etc. The deck will take the weight unless it's a wrestling parade. I have rarely have been asked to take two, only one person and generally the queen or her court. If there were two, the guy sat in the pass seat and the girl up top.
They both appear to be very light(unlike the driver) and I had thought that the closer they are to the center waterfall, the better. Shoes off is a done deal. Good comments.
Consider buying a color appropriate bath mat for your two passengers to sit on. Bath mats have a rubber backing which will prevent your two passengers from slideing around.

Our club does a lot of homecoming events and we always carry the girl on top of the waterfall with some type of rug or blanket for her to sit on. The guys sit in the passinger seat. The girls do take off their shoes before they step on the seat. We've never put 2 girls on the waterfall, I question the wisdom of this approach!
