I have changed bearings before in the Metal idler pully. Very easy bearing cost about $5. As for the plastic pullies these are not servicible and need to be replaced.
i think the pullies are only about $20-$30 bucks, so most just buy new and throw on.
I recently saw a thread by guy that said he picked one up for about $20 (or less) from NAPA, and the pulley actually was an improved design over the OEM since it had a high lip on the edge that will reduce the likelihood of throwing a belt at high rpms.
I tried it once on my Pontiac which was a similar design. The pulley broke when I tried to get it apart (it was brittle from heat, time, etc.) so I took the bearing back and bought a new tensioner. Not sure its worth the few dollars saved.
