I'm trying to put together a good "bang for the buck" list of mods for a weekend-street C5 (see below). Which items look like good investments and where would dollars be better spent? If all these were installed what kind of power and 1/4 mile would be likely?

Cool idea but you can't have links to non-forum vendors on the forum.
My plan for my car is a Vararam intake (the intake you have listed would not be very efficient do a search on the forum and you will find lots of comparisons), B and b bullet exhaust, Long tube headers with high flow cats and x-pipe. Might go with a cam later. With the intake, cat back and headers with a good tune, low 12's are achieveable.
Forgot my car is an '02 so I already have an LS6 intake. Worthwile mod for sure.
As for gears, check your glove box or trunk compartments for a list of option codes, if you have G90 or G92 you have the 3.15 performance axle, if you do i would run that until it breaks.

I did a search on the "MimoUSA" and it didn't come up with anything relevant.
Sorry should have specified. I was referring to the cold air intake with the metal induction tube that will heat soak. Even if you don't go Vararam stick with something that is plastic not metal.

I've heard from other people that cold air intakes look good on the dyno, but don't give real world performance because you lose ram-air at speed. Do you think cold air intakes are really effective?
The plastic just doesn't get as hot as metal in a hot engine compartment. The Vararam intake actually shows little gain on a dyno according to the reading I've done, but gains more power the faster the vehicle is moving.

My car is in storage right now, so it'll be a while before I can look at codes. It came with the z51 Performance & Handling Package because it's a FRC, but I don't know about the axle. I do know that the gears are really high. It revs to about 1800 rpm at 80 mph.
I would think it would be exactly the opposite. A ram air intake(on the dyno) is not much different than any other cold air intake.
I don't know if it's right or not, but the argument I've heard is that the cold air intake is less restrictive. Supposedly because it's less restrictive, you get better dyno numbers, even though supposedly you lose the ram effect.
If the argument is valid, I think it would only apply to CAI's that don't connect to the ducts at the front of the car. The "VaraRam Ram Air System" looks like it does connect to the ducts at the front of the car so it probably gets some ram effect (hence the name I assume).
The underside of the car has a "scoop" that is desingned to feed air to the filter area. So really any open filter CAI will give you the same effect. The faster you go the more air is forced into the filter area.
