Remove key wait 10 sec, Servc. Column Lock, WITH CLB installed
I re-measured the fuses:
Under Hood Fuse Center
ENG ING1 FUSE# 19 11.36V both sides
INJR 2 FUSE# 18 11.38V both sides
THROTCONT FUSE# 17 11.36V both sides
INJR 1 FUSE# 22 11.36V both sides
PCM FUSE# 16 11.31V both sides
F/PMP FUSE# 13 11.32V both sides
Instrument Panel Fuse block
BTSI BU Fuse# 21 11.31V both sides
BCM 13 Fuse# 22 - I do not have this fuse, but 11.32V on 1 side 0V on the other
IPC Fuse# 19 11.31V both sides
Battery is on the charger, out of the car and on my porch

I charged the Optima while I was at work, the charger said the battery was full. I measured the battery with a Voltmeter before putting it back into the car and got 12.78V.
With the Stock Column Lock hooked up:
I installed the battery, cleared the codes, and attempted to start the car, and got "Pull Key wait 10 seconds." I pulled the key, waited, and restarted and got "Service Column Lock". I then pulled fuse 23, waited 10 seconds, reinstalled the fuse with the same results.
With the CLB installed:
I then reinstalled the CLB, cleared the codes, and tried to start the car, with the same results as before. "Service Column Lock" and the car turns off.
The Column-Lock is not working at all either; it is not locking the steering wheel like it did before I did the CLB.
Hopefully this helps for the next round of troubleshooting.

The car now runs, but it still has the column lock problem. While checking the codes for 8VETTE7 I noticed a communication error code for the ABS. I reinstalled Fuse #5 for ABS in the under-hood fuse panel and the car no longer stalls. I pulled it back out and started the car and the car stalls again. Somehow the ABS having power affects the car when it has Column Lock issues? Needless to say I'm leaving that fuse in......
The stock Column Lock is plugged in. I am going to reinstall the CLB following the install directions step-by-step and see if the column lock problem remains.

Thanks to everyone, especially 8VETTE7 for getting my car back on the road!
The car stalling was the Fuse #5 for the ABS, for some reason or another.....
The Column Lock problem was the relay in the passenger floor.
Now I just need to wash it. Its been parked under a tree that produces nothing but pure pollen for a week.....
