First, do you have the twighlight sentinel option in the DIC? If so, set the time delay to 0. Pull your codes and see if anything shows up in there. Do the headlamps go down but stay on or do they stay up and on? Do you hear the "ding" warning when you open the door with the headlamps on?

In this case, if you mess with the headlamp switch at that time, does anything change? There's only two possibilities that I can consider at this moment would be the headlamp switch has a shorted contact or the headlamp relays are stuck on/closed.

To find out, you'll need to remove the knee bolster and gain access to the large connector from the headlamp switch and while the lamps are on, pull that connector apart and see if the lamps go out.
