vacuum builds slowly
Hi
When I put my mity vac on the vacuum tube coming into the passenger footwell area it takes about 4 minutes to reach 17 on the guage.Additionally when I turn the engine off the vacuum goes to zero. Is this normal to take so long to reach full vacuum and should it hold vacuum when the engine is off?

"vacuum builds slowly" vs AIR LEAKS IN SLOWLY! 
You have a slight vacuum leak
Yes it should maintain a vacuum. Yes, it should build pretty quick.
Open the passengers front wheel well and remove the access panel and inspect the vacuum lines, check valve, solenoids and resivour
