I have a issue on wipper they will not go all the way down when i turn them off

With mine the problem was the wiper motor cover (has a circuit board underneath). It doesn't take much moisture in there to make them go bad.

Do an advanced search. In the keywords section select search in titles only and type in the word wiper. You will get 203 hits. There could be many reasons for your problem.

The wiper motor control board is on the bottom of the motor. It sits in a well in the windshield cowl. The cowl has several drain udders. IF,,,,,,,,,,,,they get clogged, it floods the motor and board and the wiper malfunctions.
Clean the udders and the wells and make sure that there draining correctly.

I install driver wiper all works great install passenger not ?

Cause me great grief this summer....udders clogged failed my motor from rain ....had to replace motor.
