(99 Corvette) When I turn the headlight switch on sometimes the headlight do not com up or on. After 2, 3 or a few more tries, the come up. Before I go replacing a $250 turning signal arm and headlight switch, is there something I should check?

Yeah you need to do a quick search on here before anything else. Very doubtful it's the headlight switch based on my own experience.
I just replaced the turn signal/headlight switch to try and fix the exact problem that you describe.(except that my lights would come on but not pop up) It did not fix the problem. Pretty sure it is the "headlight control module". If I had read the other posts on this subject more carefully I would have known that if the headlights come on but do not pop up it is probably not the turn signal switch. If you find that you need to replace the turn signal arm an A/C Delco can be bought for $150-$180 if you shop around.

Do you have HID's installed or are the headlights stock?
The guys are correct. Troubleshooting headlight problems can be guesswork without being able to put a DMM on the car. The T/S switch, hazard switch or headlight modules are the normal problems.
I have the troubleshooting guide. PM me with your e mail if you'd like a copy.
Working through the guide using your symptoms it comes up with this:
Are the headlamp doors closed at all times? YES
1. Remove the right hand headlamp assembly.
2. Disconnect the control module connectors C1 and C2 to the actuator for the headlamp opening door.
3. Turn the headlamps ON.
4. Connect a test lamp between the headlamps ON input circuit and a known good ground at connector C1.
Does the test lamp illuminate?
Yes or No?
Yes:
Inspect the harness connector for headlamp opening door actuator control module for a poor connection.
No:
Repair a poor connector or an open in the ground circuit.
EGRAND333:You are correct. The lights do come on and the lamps do not pop up. Accord to you I should look to the "head lamp control module." Do others agree? Thanks for the help.
When I turn on the lights everything is fine but when i turn off the lights
both doors close and then the left one comes up halfway. I can crank it down manually. Is it the headlamp control nodule?

Nope. You need to check out the GM service bulletin, tsb 00-08-42-002 for the LH headlight shim fix.
Just for an update, I got a used headlight module but before putting it in I jiglgled the connecting wires around on the old one and tapped it a couple of times with a wrench and have not had the problem return (yet).
