You are absoluty correct. Sounds like the KEY IN/KEY OUT switch in the ignition switch is defective of stuck closed. That would tell the BCM that the key is still in the ignition. Its either that or the BCM is having an issue.

OP

Has the passengers foot well ever been or is it WET? Recommend that you feel under the passengers carpet and under the the carpet at the rear of the passengers seat.

If it were me, I would also inspect the BCM for corrosion.

Quick check to see if the Ignition Switch is defective is to check the condition of the switch at the BCM Connector What year are we troubleshooting?? This is for a 98 C5:

More than likely the problem is the 2mph fuel shutoff occurring because the column lock system has encountered an error.

Messages that display in the DIC when this happens are important and so are the codes. If the column lock system is encountering an error there will be one or more codes set. For example:

B2587, B2588, B2592, B2593.

There will also be one or more messages displayed in the DIC such as "Pull Key and Wait....." or "Service Column lock..."

Codes will help narrow down what is causing the problem.............
The 2mph cutoff is part of the security system. It was part of the column lock fix after the lock was removed. Since the column was no longer locaked, the 2 mph cutoff was to keep the bad guys from stealing the car-i.e. SECURITY!

No, it wasn't. The security system is already happy and believes the keys are in the ignition if the car starts.
