I SERIOUSLY doubt that changing the fuel filter will change the fuel mileage at all. You will notice a dirty / congested fuel filter at WOT or heavy load conditions when the engine has a distinct loss of power.
There are a whole list of things to check/clean/change that has an effect on fuel mileage:
Air Filter?
MAF dirty?
Throttle Body Blade and opening dirty?
O2 Sensors working properly (correctly cycling)
No vacuum leaks
No leaks between the MAF and TB (air bridge)
Defective engine sensor: MAP, MAF, ATS, CTS, etc.....
Plugs and Wires condition
dragging a brake pad/pads
Low Tire pressure
Yes, a dirty fuel injector/s can and will cause poor fuel economy. Run a few treatments of Chevron Techron and a couple tank full of fuel.
